        JulianLeapYear -- Checks for a leap-year.

SYNOPSIS

        isleapyear = JulianLeapYear(year);

        BOOL JulianLeapYear(LONG);

FUNCTION

        This function will return TRUE if the given year is a leap year.

INPUTS

        year -- the year.

RESULT

        days -- TRUE when the given year is a leap-year, otherwise FALSE.
